Which authority handles UPI disputes — NPCI, RBI, or your bank?

The Simple Truth

Different authorities handle different categories of UPI-related complaint. For a technical UPI payment failure: your bank first, then NPCI. For an unresolved bank complaint: the RBI Integrated Ombudsman. For a commercial dispute with the dealer (wrong item, no delivery): the consumer forum — not any banking authority. Understanding which authority handles which category eliminates the frustration of filing with the wrong body and being told it is outside their jurisdiction.

The dispute escalation structure

1. Level 1 — Your bank: raise a UPI dispute through your bank's app or customer care. For technical issues, the bank investigates and initiates the NPCI chargeback process if applicable. Timeline: 3-7 business days for technical issues.

2. Level 2 — NPCI: if your bank cannot resolve a technical UPI dispute, or if the dispute involves a transaction on the NPCI network itself, NPCI's dispute management process applies. In practice, most bank customers do not directly approach NPCI — they work through their bank.

3. Level 3 — RBI Integrated Ombudsman: if your bank fails to resolve the complaint within 30 days, or gives an unsatisfactory response, escalate to the RBI Integrated Ombudsman. This handles complaints about banking and payment services — NOT about dealers.

4. Consumer Forum (parallel track): for commercial disputes with the dealer — wrong item, no delivery, misrepresentation — file directly with the District Consumer Disputes Redressal Commission. UPI transaction record is your evidence.

5. Police / FIR (parallel track): if the dealer's conduct involves fraud — collecting payment with no intention to deliver, sending counterfeit notes as genuine — file an FIR under BNS §318 (cheating).

The most common confusion — bank vs consumer forum

The most frequent mistake in numismatic UPI disputes is contacting the bank to resolve a commercial dispute with a dealer. The bank's role in a UPI transaction is to execute the payment instruction — once it is executed, their role is complete. The bank cannot investigate whether the dealer sent the right note, cannot compel the dealer to refund, and cannot reverse the payment for commercial reasons.

The consumer forum is the correct authority for commercial disputes. The UPI transaction record — showing that payment was made for a specific transaction — is the evidence the forum needs to establish that the buyer performed their payment obligation. The forum then assesses whether the seller performed theirs.
