What is the time window to raise a UPI dispute after making a payment?
Three different time windows apply to three different types of UPI-related disputes. For a UPI technical dispute (payment failed, wrong account, duplicate): raise with your bank within 30 days of the transaction. For a consumer protection complaint about the underlying purchase (wrong item, no delivery): within 2 years of the cause of action under the Consumer Protection Act 2019. For an unresolved bank complaint escalated to the RBI Integrated Ombudsman: within 1 year of the bank's final response or 1 year 30 days if the bank does not respond.
Three windows, three purposes
The 30-day NPCI window applies to technical payment failures — the scenarios described in Q178 where the payment itself went wrong. This is a short, hard window. If you do not raise a technical UPI dispute within 30 days, the bank is unlikely to investigate it.
The 2-year CPA window applies to the commercial dispute about the item — what was ordered, what was received, and whether the seller complied with their obligations. This window runs from the date the cause of action arose — typically the date you discovered the item was wrong, was not delivered, or was misrepresented. A collector who discovers a problem on day 1 has until day 730 to file a consumer forum complaint. Do not wait — evidence is fresher and the case is stronger the sooner it is filed.
The RBI Integrated Ombudsman window applies to complaints about the bank's handling of the UPI transaction — not about the dealer. If you raised a UPI technical dispute with your bank, the bank failed to resolve it within 30 days or gave an unsatisfactory response, and the complaint falls within the Ombudsman's jurisdiction (banking/payment services, not merchant disputes), you have 1 year from the bank's final response to file with the Ombudsman.
Three time windows — UPI and related disputes UPI technical dispute (failed, duplicate, wrong account): raise with bank within 30 DAYS of transaction Consumer Protection Act complaint (wrong item, no delivery, misrepresentation): within 2 YEARS of cause of action RBI Integrated Ombudsman (unresolved bank complaint): within 1 YEAR of bank's final response FIR for fraud: no limitation period — but file immediately for maximum credibility |
Laws & authorities referenced in this chapter
NPCI — UPI dispute management circular (30-day technical dispute window)
Consumer Protection Act 2019 — §69 (2-year limitation period from cause of action)
RBI Integrated Ombudsman Scheme 2021 — 1-year window from bank's final response
Three windows: (1) UPI technical dispute = 30 days (NPCI). (2) Consumer forum complaint = 2 years (CPA 2019). (3) RBI Ombudsman = 1 year from bank's final response. Most numismatic commercial disputes use the 2-year CPA window — not the 30-day NPCI window. Act quickly anyway: evidence is stronger, case is clearer, and the consumer forum process works better with prompt filing.
