What is the RBI Ombudsman's role in UPI disputes?

The Simple Truth

The RBI Integrated Ombudsman handles complaints about banks and payment system operators — not complaints about dealers. Its role in a numismatic UPI dispute is limited to the banking layer: if a bank failed to properly handle a UPI transaction dispute, failed to respond within 30 days, or gave an unsatisfactory response to a legitimate banking complaint. The Ombudsman does not adjudicate whether a dealer sent the right note. For dealer disputes, the consumer forum is the correct authority.

The RBI Integrated Ombudsman Scheme 2021

The RBI Integrated Ombudsman Scheme 2021 consolidated several earlier sector-specific ombudsman schemes into a single integrated scheme covering: commercial banks, urban cooperative banks, regional rural banks, NBFCs, and payment system operators. Under the scheme, a customer can file a complaint against a regulated entity — a bank or a NPCI-authorised payment operator — if the regulated entity has failed to properly address a complaint.

For UPI-related complaints specifically: if a bank failed to credit a payment that was debited from your account, failed to reverse a duplicate charge, or gave an inadequate response to a UPI technical dispute — these are complaints against the bank as a regulated entity and fall within the Ombudsman's jurisdiction.

What the RBI Ombudsman does NOT handle

The RBI Ombudsman does not have jurisdiction over: disputes with merchants, dealers, or individual sellers; complaints about the quality or delivery of goods purchased via UPI; or complaints that are more appropriately resolved through consumer forums. A numismatic collector's complaint that 'I paid UPI and the dealer sent the wrong note' is not within the Ombudsman's jurisdiction — it is a commercial dispute between a buyer and a seller, not a complaint against a regulated banking entity.

When the Ombudsman route is relevant for numismatic collectors

The Ombudsman route becomes relevant for a numismatic collector if: the bank failed to process a UPI transaction correctly; the bank debited the account but the dealer never received the funds (technical failure, not a merchant dispute); or the bank failed to respond to a legitimate UPI dispute complaint within 30 days. These are banking service failures, and the Ombudsman can direct the bank to rectify them.

Filing process: complaints can be filed online at the RBI's Complaint Management System (CMS) — cms.rbi.org.in. Before filing with the Ombudsman, the complainant must first approach the bank and either receive a rejection or wait 30 days without response. The Ombudsman filing must be within 1 year of the bank's final response (or 1 year 30 days if no response).

Key Takeaway

RBI Integrated Ombudsman: handles complaints against BANKS — not against dealers. Relevant if bank failed to handle UPI transaction properly, failed to credit, failed to reverse duplicate. NOT relevant for: dealer sent wrong item, dealer refuses refund (these = consumer forum). Jurisdiction: regulated entities (banks, payment operators). Timeline: 1 year from bank's final response. File online at CMS portal after bank fails to resolve within 30 days.
